According to the Presidential Decree of the Russian Federation of December 1, 2025 No.872, it is determined that till September 14, 2026 inclusively taking into account the principle of reciprocity citizens of the People’s Republic of China have the right to enter the Russian Federation and stay in the country for no more than 30 days with quest or business visit, as tourists, or participants in scientific, social and political, economic and sport events, as part of short -term educational trips (summer/ winter camps), as well as transit through the territory of the Russian Federation, and depart from the Russian Federation without issuing a visa on the basis of a regular People's Republic of China passport.
The procedure for entry into the Russian Federation and departure from the Russian Federation determined in the Decree does not apply to citizens of the People’s Republic of China who enter Russia to carry out labour activities, including journalistic activities, receive education, or reside in the Russian federation, as well as to those who provide international road transport services as drivers and crew members of vehicles, freight forwarders or translators accompanying such vehicles.
For participants from countries with visa-free entry
From June 30, 2025, to December 31, 2027 an experiment to test the rules and conditions for the entry into and exit from the Russian Federation for foreign citizens and stateless persons will be conducted at all checkpoints across the state border of the Russian Federation.
The experiment determines the following requirements for foreign citizens:

Foreign citizens planning to enter the Russian Federation under
visa-free regime must submit a request for entry into the Russian Federation electronically via the mobile application "RuID" no later than 72 hours before the planned entry (in emergency cases, no later than 4 hours) and receive a QR code that must be presented when crossing the Russian border.
This procedure is
mandatory for foreign citizens of visa free countries that include Abkhazia, Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Israel, the Republic of Korea, Venezuela, Brazil, Cuba, Serbia, Montenegro, and others, with the exception of the following categories of foreign citizens: a citizen of the Republic of Belarus, heads and employees of representative offices and consular offices of foreign states in the Russian Federation, as well as their family members, officials of international organizations that have concluded agreements with the Government of the Russian Federation on the conditions of stay on the territory of the Russian Federation, and their family members,foreign citizens entering on the basis of a diplomatic or service visa.
2. The new requirement does not apply to travellers entering Russia on a visa, e-visa, study visa or touristic visa, with a temporary residence permit, or holding permanent residency. All necessary data is transmitted to the system when a visa is issued at a consular office.
After entering Russia, foreign citizens planning to stay for an extended period of time (more than 90 days) or obtain residence-related permits (temporary residence permit, residence permit, work permit, etc.) must undergo mandatory fingerprint registration and photographing at the Russian Ministry of Internal Affairs offices.
