From August 1, 2023 citizens of 64 countries, the list of which is approved by the order of the Government of the Russian Federation № 2571-р dated October 6, have the opportunity to issue an unified electronic visa valid on the whole territory of the Russian Federation.

Before applying for a visa, please check with the Embassy/Consulate of the Russian Federation in your country whether this type of visa is suitable for attending a business event.

Please note that this type of visa processing is the fastest (4 calendar days).

The electronic visa is issued on the basis of a foreign citizen's application filled in electronically on the specialized website of the Ministry of Foreign Affairs of Russia: https://electronic-visa.kdmid.ruor via a mobile application, a link to which is available on the said website.

The unified electronic visa entitles the holder to enter the Russian Federation once and stay in the Russian Federation for visitor or business purposes, as a tourist, as well as to participate in scientific, cultural, social and political, economic and sports events.

The application for the unified electronic visa must be submitted no earlier than 40 days and no later than 4 calendar days before the expected date of entry into the Russian Federation. The application must be accompanied by a photograph and a copy of the foreign citizen's passport. The unified electronic visa does not require invitations, hotel booking confirmations or any other documents confirming the purpose of the trip.

The validity period of the unified electronic visa is 60 days from the date of its issuance with the authorized period of stay of a foreign citizen in the Russian Federation not exceeding 16 days from the date of entry into the territory of the Russian Federation.
Payment of the consular fee of about 52 USD is made online on the mentioned website of the Ministry of Foreign Affairs of Russia.

Therefore, entry to the Russian Federation by foreign citizens of the countries that are included in the approved list, on the unified electronic visa is the first choice, as the procedure for its processing is simplified: it takes place entirely on the Internet and does not require a visit to the Russian consulate.

From June 30, 2025, to June 30, 2026, the Russian Federation will conduct an experiment to test new rules for the entry and exit of foreign nationals and stateless persons. The experiment applies to all border crossing points of the State Border of the Russian Federation.

Within the framework of this experiment, the following requirements apply to foreign nationals:
1. For citizens of countries that have a visa-free regime with Russia, entry is only possible after submitting an electronic application through the RuID mobile application. The application must be submitted no later than 72 hours before crossing the border (in urgent cases — at least 4 hours before entry).
· Countries with a visa-free regime include, among others: Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Turkey, Israel, South Korea, Venezuela, Brazil, Cuba, Serbia, Montenegro, and others. Citizens of these countries must complete an electronic entry application via RuID.
·Citizens of Belarus, despite having a visa-free regime, are exempt from the requirement to submit an electronic application.
2. For foreign nationals entering Russia with a visa (e-visa, work visa, study visa, tourist visa, etc.), registration in the RuID application and submission of an electronic application are not required. All necessary data are transmitted to the system during the visa issuance process through consular offices.

After entering Russia, foreign nationals planning to stay for an extended period (more than 90 days) or to obtain residence-related permits (temporary residence permit, residence permit, work permit, etc.) must undergo mandatory fingerprint registration and photographing at divisions of the Ministry of Internal Affairs of Russia.
