During the session, participants will discuss a range of issues related to the development of agglomeration territories and their interaction with surrounding regions. The main focus will be on demographic processes occurring in agglomeration territories, as well as the nature of interaction between central and peripheral areas.
Participants will consider the problems of territorial development of agglomerations, including the imbalance in housing construction and current infrastructure problems faced by both residents and local authorities. Particular attention will be paid to legal regulation, where the imperfection of the legislative framework will be discussed, for example, the contradictions between the Urban Development Code and other federal laws, such as Federal Law 172 and the Land Code.
The topic of the system of social facilities will also be touched upon, where the agreement of the participants will touch upon the deficit of social facilities in the cores of the agglomeration and the surplus on the periphery, which causes significant imbalances in the amenities and standard of living of the population.
The discussion of the agglomeration's administrative management system will focus on a comparison of coordinating councils and centralized management, which will help identify the strengths and weaknesses of different approaches.

Ecology in the agglomeration – the environment and the development of the social framework

The development of the largest agglomerations around the world is accompanied by such negative phenomena as urban sprawl and explosive development of suburbia. Statistics confirm that suburban municipalities of Moscow, Ufa, St. Petersburg, Nizhny Novgorod, Astana and a number of other agglomerations are growing faster than city centers.
The described processes are accompanied by a lag in the development of the transport framework and social infrastructure and critically affect the deterioration of the environmental situation. Labor migration from the suburbs to the city center is provided by individual motor transport, which leads to an increase in air pollution, "cottage" settlements are often built without a planning project, without providing for centralized water supply and treatment facilities, carpet development leaves no room for parks and recreational areas and everywhere disrupts the coherence of the natural and ecological framework of the agglomeration.
