A New Stage in the Development of Unmanned Transport Systems Expected in Tatarstan by Year-End

In Tatarstan, flight tests of the Berkut-3 unmanned helicopter for civil aviation are slated to begin by the end of 2025. This was announced by Sergey Mayorov, Chairman of the Board of the Industrial Cluster of the Republic of Tatarstan, at the III International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”.

“We presented our Berkut-3 unmanned helicopter at the project and educational workshop 'Archipelago'. A pilot model for ground tests has recently been manufactured. We plan for flight tests to begin by the end of the year. As for certification, we have agreed to undergo it in Singapore,” said Mayorov.

He noted that partners from Singapore have expressed interest in purchasing 100 unmanned helicopters, as the four-seat Berkut is suitable for transporting passengers between islands.

“This is the first unmanned helicopter in Russia. The owner is in Moscow, but the production is in Tatarstan. The pilot model was assembled by our company, which has long been operating in the aviation components market,” Mayorov added.

Furthermore, according to Rifkat Minnikhanov, President of the Academy of Sciences of the Republic of Tatarstan, a testing site for unmanned vehicles in the Alabuga Special Economic Zone is to be completed by the end of the year.

“Comprehensive tests would be possible by the end of the year. ROSDORNII, the initiator, envisaged that the testing would result in the development of recommendations and the adoption of standards. This mechanism needs some work yet, but technically the site will be ready by year-end. Currently, the most attention is given to unmanned aerial vehicles, but the issue of ground and water transport systems is also relevant. A testing ground is needed. Experimental legal regimes are also necessary; they have yielded results. Such a regime for unmanned vehicles was implemented in Innopolis in 2018,” Minnikhanov said.

Such transport systems could be a promising area for cooperation between Russia and China, believes Yang Jincai, Chairman of the World Unmanned Aerial Vehicles Federation (WUAVF).

“We would like to invest in this area to promote technological advancements and economic growth. We are looking forward to new developments for the agricultural sector. Currently, we have many successes in this field. We see that Russia has a very large territory and prospects for developing unmanned systems in agriculture and forestry, emergency rescue operations, environmental protection, as well as in the travel and tourism industry,” said Yang Jincai.

The Third International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” will be held in Kazan on August 18-19. Participants from 32 countries, 59 regions of Russia, and 24 administrative divisions of the People's Republic of China have registered for the forum. Eleven government delegations and at least 200 Chinese corporations are expected to attend. Approximately 10,000 people will participate in the forum.
The business program covers areas such as inter-state dialogue, economics, industry, education, business and entrepreneurship, business associations, finance and investment, culture, media, law, transport, agriculture, tourism, and construction. The program features around 100 events, including 70 business sessions. Around 20 agreements are planned to be signed at the forum.
