Tatarstan Сan Become a Logistics Hub for the Distribution of Import Supplies

Many issues in logistics between Russia and China still need to be addressed. For instance, in railway transportation, it is necessary to leverage regulations, transportation standards, and tariff policies, as well as engage in digitalization – joint action is required in these areas, noted Farit Khanifov, Minister of Transport and Public Roads of the Republic of Tatarstan, at the SPROUTS Forum.

In Tatarstan, the logistics-related issues were prioritized, as instructed by Rais (Head) of the Republic, Rustam Minnikhanov. “Some of these are being resolved at the regional level with branches of Russian Railways (RZD) – the Gorky Railway and the Kuibyshev Railway. At the same time, we closely work with the apparatus of the Central Directorate of Railways regarding the movement of our trains, particularly up to the border with Kazakhstan, where there are four border crossings. Today we are considering the third level – the interstate level,” Khanifov said.

Tatarstan also needs to further develop its river logistics. By 2030, enterprises of the Kama agglomeration will be producing more than 20 million tons of products.

“We have many operating cargo ports, and their capacities will be increased in the future. New ports are becoming primary hubs. The Sviyazhsk multimodal logistics center has a berth over 2.5 km long and three railway tracks, each over 1 km long. This allows for the simultaneous unloading of more than 70 railcars and the loading of large vessels. The center handles the shipment of agricultural products and arrival of products for the construction industry. A promising project is our Deng Xiaoping Logistics Center in the Kama agglomeration. A huge flow of goods is forming there. By 2030, our enterprises will be producing more than 20 million tons of products. This requires shipment,” the minister noted.

According to Ke Jin, General Director of NewNew Shipping, the events like the SPROUTS Forum have a good effect on solving various issues. “We spoke about our actions. The most important thing is that we communicate with our Russian colleagues. This is our third year working on the Northern Sea Route. Unfortunately, it is not year-round; it is used from July to November. We try to transport as much cargo as possible during this period. Last year there were 13 voyages, this year, I think, there will be about the same number,” Ke Jin said.

Prospectively, the import-export supplies can be redirected to Tatarstan. Currently, they are sent to Moscow. According to German Maslov, Vice President of FESCO's linear logistics division, the Russian capital is overloaded.

“Not all cargo going to Moscow is intended for Moscow. A huge part of the flow is repacked and transported back to other cities, including distant ones – Irkutsk, Krasnoyarsk, Novosibirsk, Vladivostok, and so on. The idea of redirecting this to Tatarstan and making it a distribution center like Moscow is a good one. Moscow is clearly overloaded. There are cities with great prospects for the development of transport and logistics centers, terminals, and depots,” Maslov noted.

The Third International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” will be held in Kazan on August 18-19. Participants from 32 countries, 59 regions of Russia, and 24 administrative divisions of the People's Republic of China have registered for the forum. Eleven government delegations and at least 200 Chinese corporations are expected to attend. Approximately 10,000 people will participate in the forum.
The business program covers areas such as inter-state dialogue, economics, industry, education, business and entrepreneurship, business associations, finance and investment, culture, media, law, transport, agriculture, tourism, and construction. The program features around 100 events, including 70 business sessions. Around 20 agreements are planned to be signed at the forum.
