Russia Needs Lawyers Specializing in Chinese Law

The development of business cooperation between Russia and China requires more qualified lawyers with the Chinese language and legal system acquirements. This point was stated by Pavel Kiparisov, Chairman of the Russian-Chinese Guild of Commerce (RCGC), during the III International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”.

“One of the most crucial issues is the personnel shortage. Personnel are the key to everything. Training qualified lawyers and specialists who support the investment process is a problem, a challenge, and a vast field for activity. The Russian-Chinese Guild of Commerce pays significant attention to this. We have signed cooperation agreements with a number of universities and accept young specialists for internships with subsequent employment prospects. Unfortunately, today there are no universities from Tatarstan among them; we are currently working with Moscow universities only. We would be delighted to develop this practice with Tatarstan,” said Kiparisov.

The problem of a shortage of qualified lawyers specializing in Chinese law exists indeed, confirmed Sergey Lysov, Senior Lawyer at the Monastyrsky, Zyuba, Stepanov & Partners Bar Association. According to him, the number of specialists, along with their level and qualifications, does not match the scale of the business.

“Surely, it is necessary to study Chinese law to avoid basic mistakes. But it is also crucial to collaborate with the Chinese legal business, as we cannot make progress without it,” stated Lysov.

As Chen Zhigang, Chairman of the St. Petersburg Branch of the Union of Chinese Entrepreneurs in Russia and President of the IBT Group of Companies, believes, solving this problem requires multi-level cooperation. In his opinion, personnel training should serve not only current needs but also future ones. It is also important to enhance and expand collaboration between the Ministries of Education of Russia and China.

“Today, we can confidently say that Kazan is the capital of Russian-Chinese cooperation. We need a platform for initiatives like SPROUTS, where many experts in Russian-Chinese relations get together. I believe Tatarstan is doing a great thing not only for itself but also for the eternal friendship and partnership between Russia and China. This is very important,” said Chen Zhigang.

The Third International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” will be held in Kazan on August 18-19. Participants from 32 countries, 59 regions of Russia, and 24 administrative divisions of the People's Republic of China have registered for the forum. Eleven government delegations and at least 200 Chinese corporations are expected to attend. Approximately 10,000 people will participate in the forum.
The business program covers areas such as inter-state dialogue, economics, industry, education, business and entrepreneurship, business associations, finance and investment, culture, media, law, transport, agriculture, tourism, and construction. The program features around 100 events, including 70 business sessions. Around 20 agreements are planned to be signed at the forum.
