Russia and China Align Approaches to AI Legislation

2025-08-18 20:36
Both Russia and China are addressing the legislative regulation of intellectual property within the context of artificial intelligence development. This was announced to journalists by Daria Nosova, a partner and head of the Digital Law and Intellectual Property Practice, an attorney at FinTech “O2Consulting”, during the III International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”. According to her, the development of AI has given rise to new challenges in legislative regulation, particularly concerning intellectual property.

“At the moment, there is, in my view, no contradiction in the approaches with our Chinese partners,” Daria Nosova noted.

She added that the existing regulations are still insufficient. In China, for example, the use of deepfakes is regulated, while in other areas, experience is being gained including judicial practice.
However, the lawyer emphasized that it is important for Russian businesses to keep the intellectual property protection in mind. She stated that a corresponding tradition had been established in the USSR, which was subsequently lost. Now, the young generation of innovators has to restore it to avoid the risk of losing tangible and intangible assets when working abroad.

Albina Gergert, Head of the Export Support Center at the Fund for Entrepreneurship Support of the Republic of Tatarstan, reported that a wide range of state support measures has been established in Tatarstan, aimed at assisting local businesses in entering foreign markets, including China. Among these, she singled out the expert support.

“The reason I focus on expert support is that when we enter specific markets like China's, which has its own history, culture, and peculiarities, it is very important to consider them even at the stage of communicating with potential partners,” Albina Gergert pointed out.
