China Can Adopt Tatarstan’s Best Practices in Anti-Corruption Policy

Tatarstan could give the People’s Republic of China the benefit of its experience in developing anti-corruption bulletins. This was stated by Vyacheslav Sevalnev, Head of the Laboratory for Legal Research of Chinese Legislation at the Institute of Legislation and Comparative Law under the Government of the Russian Federation, at the III International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”.

“As tradition goes, Kazan, the Republic of Tatarstan, is where the boldest anti-corruption initiatives are tested before being scaled nationwide. All the most innovative and bold approaches begin to be applied in the republic. Strong organizational and scientific foundations have been established here. Since 2012, Tatarstan has been publishing a special anti-corruption bulletin, which later appeared in other regions. Now, this approach is being proceeded to the federal level. China does not have such documents. I believe this practice could be offered to them. It would be interesting, especially since it started at the regional level and then moved to the federal one,” said Sevalnev.

On August 18, the role of anti-corruption policy in the development of public administration and the economy was discussed. Representatives of the largest enterprises, regional authorities, and public organizations, including experts from China, exchanged best practices and experiences in this area at the platform in Kazan, Sevalnev noted.

Following the discussion on corruption prevention, common approaches to anti-corruption activities were outlined at the SPROUTS forum, taking into account the experience of China, Russia, and Tatarstan. Areas for further work were also identified, including scientific support for anti-corruption activities.
