Rustam Minnikhanov: the SPROUTS Forum has become a platform for bringing Russia and China closer together

The business programme of the 4th International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” has ended in Kazan. The Rais (Head) of the Republic of Tatarstan Rustam Minnikhanov emphasised that the main task of the Forum is not only the development of ties between the Republic and China, but also strengthening interaction between the regions of the two countries.
“This Forum is taking place in Kazan, the Republic of Tatarstan, however, the main goal is to bring our countries closer together and engage the regions of the Russian Federation in this subject,” said Rustam Minnikhanov.
According to the Rais (Head) of the Republic of Tatarstan, this year Forum confirmed the high interest in Russian-Chinese cooperation from both Russian regions and Chinese provinces. More than 60 Russian regions took part in the event, including at the high level of top officials and deputy heads.
“That is why we see the results in contacts at both the federal and regional levels. You have noticed for yourself the interest in the Forum from Russian regions and the People’s Republic of China,” noted Rustam Minnikhanov.
The Rais (Head) of the Republic of Tatarstan placed special emphasis on developing direct ties with Chinese regions. He stated that the Republic annually sends delegations to several Chinese provinces and will continue this work in the future. In 2026, Rustam Minnikhanov has already visited two Chinese regions, with two more visits planned for the autumn. Specifically, the Tatarstan delegation intends to participate in a high-tech exhibition in Shenzhen and visit Shandong Province.
“We look forward to welcoming our Chinese partners to the Republic and will actively work with our friends from the Chinese provinces,” said Rustam Minnikhanov.
Rustam Minnikhanov also invited the Forum participants and partners to the next 5th International Forum SPROUTS, which will be held in Kazan on 17–18 August, 2027. According to him, the development of this platform should facilitate the further expansion of contacts not only between Tatarstan and China, but also between Russian regions and Chinese provinces.

The International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” will be held in Kazan on 16-19 August.

The business programme includes such areas as interstate dialogue, creative economy, medicine, industry, education, business and entrepreneurship, business associations, finance and investment, culture, media, law, transport, agriculture, tourism, and construction.

The SPROUTS Business Forum confirmed its high status by receiving the EFEA Awards and becoming a laureate and finalist of the prestigious International Russian Event Awards.
