At the Plenary Session of the SPROUTS Forum, a Time-Proved Partnership Was Discussed

A plenary session of the III International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” titled “Time-Proved Partnership: Pivot to the Future” was held in Kazan.

Among the speakers were Rais (Head) of the Republic of Tatarstan Rustam Minnikhanov, Russian Minister of Industry and Trade Anton Alikhanov, Advisor to the President of the Russian Federation and Special Presidential Representative for International Cooperation in Transport Igor Levitin, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Russian Federation Zhang Hanhui, Secretary of the Communist Party of China Leadership Group and Chairman of the Chinese People's Political Consultative Conference of Hubei Province Sun Wei, Secretary-General of the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME) Guo Kuilong, Governor of the Ulyanovsk Region Alexey Russkih, Chairman of the Union of Chinese Entrepreneurs in Russia Zhou Liqun, Chairman of the Board of Directors of Chengtong International, and President of the Greenwood International Multifunctional Trade and Exhibition Complex Sun Bohui.

“For many years, China has been our top trading partner. Last year, a record trade volume of nearly $245 billion was reached. Russia ranked seventh in the rating of China's main trading partners. Moreover, our trade is balanced, with exports and imports being comparable in volume,” noted the head of the Russian Ministry of Industry and Trade, Anton Alikhanov.

Among the priority sectors for cooperation, the minister highlighted civil aircraft manufacturing, automotive industry, radio electronics, chemical industry, and metallurgy.

Rais of the Republic of Tatarstan Rustam Minnikhanov spoke about Tatarstan's significant contribution to the development of Russian-Chinese economic relations. “In recent years, Russian-Chinese relations, whose history spans more than 400 years, have reached an unprecedented level of trust and mutual understanding. Tatarstan, at its level, is making a noticeable contribution to the development of Russian-Chinese cooperation. Our foreign trade turnover exceeded $3.3 billion last year. There has been consistent development in joint projects. Over recent years, China has become a key foreign investor in the republic's economy. The share of Chinese investments in the structure of foreign investments in Tatarstan last year exceeded 80%. Our republic is expanding its portfolio of joint innovative and industrial projects with the PRC: from mechanical engineering to high technologies in IT and energy,” emphasized Rustam Minnikhanov.

Zhang Hanhui, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Russian Federation, stated that the PRC and Russia have vast markets and rich resources, strong economic complementarity, and obvious geographical advantages. In recent years, interregional cooperation between the two countries has exploded: mutual visits of delegations have increased many times over, more twin-city relationships have been established, and interaction in areas such as trade and economy, education, culture, science and technology, and youth exchanges is being comprehensively promoted. He also noted Tatarstan's role in the development of the partnership.

“The Republic of Tatarstan is distinguished by its high openness and a favorable investment climate. The exchanges and cooperation between the Republic of Tatarstan and various regions of China are broad, deep, practical, and effective, and they deliver strong results. The Republic has become the most active and dynamic region of Russia in developing cooperation with China. Especially since last year, after the visits to Kazan by PRC Chairman Xi Jinping and other Chinese leaders, a new impetus was given to interregional cooperation between China and Russia, and new vitality was infused. The Chinese Embassy in Russia is ready to fully support the Republic of Tatarstan in continuing to leverage its unique advantages and demonstrating an exemplary role in interregional cooperation, actively expanding cooperation with China in all spheres, in order to bring more tangible benefits to the peoples of both countries,” said Zhang Hanhui.

Governor of the Ulyanovsk Region, Alexey Russkih, noted that China is currently the key trading partner for the region. The same trends are continuing this year. “Our cooperation with Chinese partners is yielding real results. We are implementing significant projects on the territory of the Ulyanovsk Port Special Economic Zone. Companies obtain resident status and enjoy benefits. We see a growing interest from Chinese companies in localizing production in the Ulyanovsk Region. Our response is to create optimal conditions for our partners. The Ulyanovsk Region is a leader in the Volga Federal District in the number of territories with preferential treatment. The SPROUTS Forum has today become an excellent opportunity to find new areas for cooperation with the PRC,” noted Alexey Russkih.

The Third International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” will be held in Kazan on August 18-19. Participants from 32 countries, 59 regions of Russia, and 24 administrative divisions of the People's Republic of China have registered for the forum. Eleven government delegations and at least 200 Chinese corporations are expected to attend. Approximately 10,000 people will participate in the forum.
The business program covers areas such as inter-state dialogue, economics, industry, education, business and entrepreneurship, business associations, finance and investment, culture, media, law, transport, agriculture, tourism, and construction. The program features around 100 events, including 70 business sessions. Around 20 agreements are planned to be signed at the forum.
