The 4th International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” in Kazan hosted the first presentation of the Russia-China Investment Cooperation Guidebook. The document is designed to serve as a practical guide for Chinese businesses, bringing together information on the conditions for operating in Russian regions, current government support measures and step-by-step procedures for launching investment projects.
The Atlas was developed by the Ministry of Economic Development of the Russian Federation and the Russian Direct Investment Fund. It will soon be made available on the website of the Embassy of Russia in China and distributed through business associations and Russia-China forums platforms. It will also be incorporated into the Ministry of Economic Development’s unified digital investment support system.
“Investment cooperation between our countries is becoming one of the key drivers of economic development, technological progress and the strengthening of mutually beneficial ties. Russia and China are demonstrating sustained growth in mutual investment, implementing major bilateral projects and expanding cooperation in high-tech industries. I am confident that the Atlas will contribute to the more active implementation of joint projects between businesses in our two countries and attract additional investment from China to Russia,” said Maxim Reshetnikov, Minister of Economic Development of the Russian Federation.
The Atlas is intended to remove key barriers faced by foreign investors, from a lack of understanding of regional specifics to difficulties in identifying the relevant development institutions.
“Our goal was to create a practically oriented resource that provides answers to investors’ most frequently asked questions, explains how support measures are applied, and enables representatives of Chinese businesses to gain a detailed understanding of Russia’s investment environment. It also shows which sectors offer the greatest potential in specific regions and which Russian development institutions businesses can engage with,” explained Ivan Ivannikov, Deputy Director of the Department for Analytical Support of Foreign Economic Activity at the Ministry of Economic Development of the Russian Federation.
In 2026, the Guidebook will be presented at key platforms operating under the Intergovernmental Russia-China Commission on Investment Cooperation. The next major presentation is scheduled to take place on the sidelines of the 2nd Russia-China Forum in Khabarovsk, organised by the Roscongress Foundation and scheduled for 4-6 September.

The SPROUTS Business Forum confirmed its high status by receiving the EFEA Awards and becoming a laureate and finalist of the prestigious International Russian Event Awards.
