On 27 July, 2026, a press conference dedicated to the 4th International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”, which will be held on 16-19 August in Kazan, was held at the TASS press centre in Moscow.
The event was attended by Taliya Minullina, Chief Executive of the Tatarstan Investment Development Agency and Secretary of the Organising Committee of the SPROUTS Forum, Zhou Hao, Advisor to the Department of Trade and Economic Affairs of the Embassy of the People’s Republic of China in the Russian Federation, Ivan Ivannikov, Deputy Director of the Department of Analytical Support for Foreign Economic Activity of the Ministry of Economic Development of the Russian Federation, Ekaterina Abramova, Deputy Director General of the Directorate of International Transport Corridors, and Zhou Liqun, Chairman of the Union of Chinese Entrepreneurs in Russia.
Participants at the press conference noted that over the past three years, the SPROUTS Forum has become one of the key platforms for Russian-Chinese cooperation, facilitating the development of trade, economic, investment, scientific, technical, educational, cultural, and humanitarian ties between the two countries.
Opening the press conference, Taliya Minullina outlined the Forum’s programme and emphasised that this year event will become the largest. The business programme includes over 100 events with over 50 sessions dedicated to industry, investment, transport and logistics, the digital economy, healthcare, education, culture, and other areas of Russian-Chinese cooperation.
“Work with China is an art, however, not all entrepreneurs in our country have mastered this art today. China is a huge market, offering new competencies and great opportunities for Russian business. Therefore, I invite everyone to the SPROUTS Forum. Everyone will find useful contacts, new ideas, and promising projects here. I also encourage you to prepare agreements to work with China,” emphasised Taliya Minullina.
Zhou Hao, Advisor to the Department of Trade and Economic Affairs of the Embassy of the People’s Republic of China in the Russian Federation, noted that Russian-Chinese relations continue to develop dynamically thanks to the strategic interaction between the leaders of the two countries. He stated that the agreements reached during recent bilateral meetings create a solid foundation for further expansion of cooperation between the regions and business communities of the two countries.
“I am confident that holding the fourth forum will further stimulate cooperation between our local governments and businesses and give new impetus to the development of bilateral relations. The Chinese Embassy in Russia will actively participate and support Chinese businesses at the SPROUTS Forum,” noted Zhou Hao.
Ivan Ivannikov, Deputy Director of the Department of Analytical Support for Foreign Economic Activity of the Ministry of Economic Development of the Russian Federation, announced that one of the Forum key premieres will be the presentation of the Russian-Chinese Investment Cooperation Atlas.
According to him, the document will serve as a practical guide for Chinese investors, consolidating information on preference treatment, government support measures, and investment opportunities in all regions of the Russian Federation.
“Recognising the importance of this Forum and its multifaceted nature, we decided to present the Russian-Chinese Investment Cooperation Atlas at the Forum. This is a core document that we have been preparing for years, working with both the Chinese Embassy in Russia and the Union of Chinese Entrepreneurs in Russia. It is a code of preference treatments and measures, a guide for any Chinese investor, allowing them to gain a more detailed understanding of the business environment in all regions of the country. I’m confident that this document will provide a more complete picture and help them choose the most suitable platform for doing business in Russia,” noted Ivan Ivannikov.
Ekaterina Abramova, Deputy Director General of the Directorate of International Transport Corridors, focused on the development of transport cooperation between Russia and China. According to her, key areas today include the digitalisation of logistics processes, the implementation of unmanned technologies, and the creation of seamless international transport routes, opening up new opportunities for increased mutual trade.
Zhou Liqun, Chairman of the Union of Chinese Entrepreneurs in Russia, emphasised that Russian-Chinese economic cooperation continues to demonstrate steady positive dynamics. In the first half of the year, bilateral trade reached $134 billion, nearly 26% higher than the same period last year.
“Tatarstan is a strong technology partner (…) We are constantly working with the delegation and China. When people ask me where to find the most reliable business partners, I always mention the SPROUTS Forum. We have invited nearly 200 companies to the Forum from various Chinese provinces. We especially encourage manufacturers to install their stands and showcase their products and technologies at this Forum,” Zhou Liqun noted.
Summing up the meeting, participants emphasised that the SPROUTS Forum continues to strengthen its status as one of the leading international platforms for Russian-Chinese cooperation, where strategic agreements are practically implemented through joint projects, investments, and long-term partnerships.
