At the session titled “Cluster Cooperation as a Driver of Technological Sovereignty: New Horizons for Russia-China Partnership in Industry and Innovation," held at the 4th International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”, a proposal was made to localise the production of medical equipment from China, said Sergey Mayorov, Chairman of the Board of the Business Association of Russian Clusters and the Industrial Cluster of Tatarstan.
“We are also very interested in localisation in machine tool manufacturing, automotive component production, and foundries. That is, anything that builds cooperative chains to reduce production costs and improve quality in the production of high-tech products,” Sergey Mayorov explained.
He cited the industrial park of a Chinese company manufacturing household appliances in Naberezhnye Chelny as a successful example that has already been implemented. Russian companies, such as Kamastal, which produces steel products for refrigerators and washing machines, are also joining these efforts.
Furthermore, Kama JSC is actively working with Chinese partners. The company has established numerous collaboration channels, noted Anatoly Kiyashko, First Deputy Director General and Director for Government Relations and Corporate Partners at Kama JSC.
“This gives us support and attention from both countries. Currently, the localisation of the “Atom” electric vehicle is very high – 70%. This suggests that some components, including those purchased from Eastern partners, are being jointly developed. These are the parts that are currently being localised in Russia,” said Anatoly Kiyashko.
“Cluster cooperation may be of interest to Chinese companies as a mechanism with profound economic implications,” noted Pavel Kuznetsov, Vice President of the National Coordination Centre for International Business Cooperation. If there is clear, predictable demand and a clear Russian partner, a production scaling programme, and secure entry, the cluster approach will be superior to other cooperation mechanisms.
“The most important thing here is not to try to drag Chinese companies into deep localisation immediately. A gradual development of the relationship and the project is necessary. If there is an understanding of consumers, domestic logistics, and the possibility of expanding nationwide, this needs to be demonstrated,” explained Pavel Kuznetsov.
