The Chinese Investment Support Centre in the Republic of Tatarstan has established a five-year plan to promote Tatarstan and the Volga Federal District in the People’s Republic of China. This was announced by Guan Lei, Chairman of the Volga Federal District Branch of the Union of Chinese Entrepreneurs of Russia, at the International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation”.
“Over the next five years, we want to introduce Tatarstan to China’s key regions and economic centres. The Volga Federal District has already established itself as the most effective and efficient platform, a magnet for Chinese investment and project implementation. Tatarstan has emerged as the most attractive, advanced, and talented region. Therefore, we encourage Chinese companies to come, invest, and cooperate with Tatarstan,” he said.
The Chinese Investment Support Centre in Kazan opened in August 2025 as part of the 3rd SPROUTS Forum. It is planned to develop into an organisation providing comprehensive assistance to Chinese companies wishing to operate, develop projects, and conduct business in Tatarstan. It is also positioned as a platform for promoting Russian companies in the Chinese market.
“This is a hub that will connect business, logistics, investment, and trade flows,” said the Chairman of the Volga Federal District Branch of the Union of Chinese Entrepreneurs of Russia.
This year, the Chinese Investment Support Centre held its first session at the SPROUTS Forum: “The Volga Federal District – the Greater Bay Area: New Growth Points in Mutual Trade and Technological Exchange”. Chinese businessmen and investors were presented with the potential of Tatarstan and the Volga Federal District for investment and business projects.
“We invited guests from the Greater Bay Area, located at the mouth of the Pearl River in southern China. This triangle contains the vast economic potential of southern China. We invited them to Kazan to conduct a dialogue between the Greater Bay Area and the Volga Federal District,” said Guan Lei.
Next year, business representatives from another region of China are planned to be invited to the SPROUTS Forum to discuss potential investment projects. Representatives from Northeast China, which borders Russia, are expected to come to Kazan. These include the provinces of Jilin, Liaoning, Heilongjiang, and the Inner Mongolia Autonomous Region.

The business programme includes such areas as interstate dialogue, creative economy, medicine, industry, education, business and entrepreneurship, business associations, finance and investment, culture, media, law, transport, agriculture, tourism, and construction.
