SPROUTS Forum Has Come to a Close in Tatarstan

The III International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation” has concluded its work in Kazan. Over two days, the venue hosted 77 business sessions and approximately 100 events of various levels, said Taliya Minullina, Head of the Tatarstan Investment Development Agency.

“Platforms like the SPROUTS forum are essential for trade between Russia and China. It brings together representatives of Russian regions, Chinese provinces, and business. This year, we had a total of about 10,000 participants. They represent 40 countries, with 66 regions of Russia taking part. From the People's Republic of China, there were representatives from 28 administrative divisions,” stated Taliya Minullina.

More than 30 agreements have been signed at the forum; in particular, Kazan and Wuhan signed a sister city agreement today.

Furthermore, the forum saw an opening of a center for facilitating Chinese investments, which will operate in Kazan. Zhang Hanhui, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Russian Federation, noted that it would deepen cooperation between the two countries.

“Tatarstan is becoming more attractive to Chinese entrepreneurs. An important platform for building connections between our companies is being created here. Tatarstan has set a good example of China-Russia interregional cooperation. The republic has many advantages and offers very good investment conditions. The Rais and the government of Tatarstan attach great importance to cooperation with Chinese regions. Many of our enterprises intend to come here and establish joint plants for producing equipment, engineering machinery, cement, and so on,” said Zhang Hanhui.

There was much discussion at the forum about the localization of production in Tatarstan, according to Zhou Liqun, Chairman of the Union of Chinese Entrepreneurs in Russia.

“This year, significantly more companies came to the forum than ever before. From our union alone, there were over 50 companies; no fewer than 13 companies signed cooperation agreements, including in the field of energy, logistics, tourism, and so on. There were many representatives from the automotive industry. While Chinese companies were previously interested in selling their products, now partnerships are beginning, and there are discussions on how to localize Chinese production in Tatarstan,” he noted.

The IV International Forum “SPROUTS: Russia and China – Mutually Beneficial Cooperation" is scheduled for August 17-18, 2026. It will also be held in Kazan.
